Sequence of events:
-Begin by mining the Cloutchain Genesis block. The address chosen for
your Cloutbase Transaction Reward establishes the Root key (aka your TSN
Address). This also provides you with a balance of Clout which you will need
for functionality in the system.
-Set your Identity Block Publishing Server by opening a BPS 'Account' via an
OP_Return Transaction with the appropriate Cloutchain encoding prefix.
-Publish your Identity Blockchain Genesis block under the URL
https://www.your_bps.com/your_handle/Identity-Blockchain by creating your first TSN
Reference, the Genesis Cloutbase Reference, which will be the sole Reference.
Since there are no previously accepted Identity Blocks, this Reference will refer
to the Cloutbase OP_Return txid which opened your BPS. Future Cloutbase References 
will refer to the Cloutchain txid of the previously (accepted by the network)
Identity Block. In other words, the txid of the Cloutbase Reward transaction
6 blocks after the Identity Block proposal transaction was confirmed (which will
contain the IB Hash).
Add an Identity Block Header (previous block hash field will have to be empty).
-Propose your Identity Blockchain Genesis block to the Cloutchain Network via
an OP_Return Transaction with the appropriate Cloutchain encoding prefix.
-Once this block is accepted by the Cloutchain Network you are ready to
start producing content!
